Resource allocation is the process of assigning people, equipment, and materials to project tasks — and ensuring that the assignments match the available capacity of each resource. A task assigned to a resource who is already fully committed elsewhere is not actually scheduled; it is overcommitted. Effective resource allocation closes the gap between the theoretical schedule on the Gantt chart and the plan the team can actually execute.
What Resource Allocation Involves
Allocation decisions require knowing three things for each resource: what work needs to be done (the task), how much effort it requires (hours or percentage of working time), and when the resource is available (working hours, scheduled leave, assignments on other projects). When those three factors are balanced, the resource is correctly allocated. When demand exceeds availability, the resource is over-allocated.
Resources are typically one of three types: human (people), machine (equipment), or material (consumables). Each type has its own availability model — a person works set hours per day; a crane has a rental window; concrete is consumed in a quantity.
Under-Allocation vs. Over-Allocation
Under-allocation means a resource has capacity available that is not being used — an inefficiency, but not a crisis.
Over-allocation means a resource is assigned more work than available hours allow in a given period. The schedule cannot be met as written. Over-allocation must be resolved through resource leveling (adjusting task dates), adding more resources, or reducing scope.
